Arvada is one of only two cities in Colorado's top ten that shrank since 2020, and its housing splits sharply between old and new.

Arvada has about 123,000 residents and lost roughly 1,400 people between 2020 and 2025, a 1.2 percent decline. It sits northwest of Denver across Jefferson and Adams counties, and its housing divides cleanly: Olde Town and the surrounding older neighbourhoods on one side, and the newer master-planned communities out toward Candelas and Leyden Rock on the other.
In Olde Town and the older streets you are usually dealing with an individual owner, often someone renting out a single property. There the conversation is personal and tone matters more than legal citation. A short written request with the clinician's letter attached does more than an argument about the Anti-Discrimination Act will.
In the newer western developments you are dealing with an HOA and often a management company. There the process is formal, slower and more predictable. Submit in writing and ask when the board next meets.
Colorado's housing protections exempt owner-occupied buildings with four or fewer units, and single-family homes rented without a broker. Arvada has a fair number of properties in those categories. If a landlord invokes an exemption, do not simply accept it. Whether it actually applies is a question for the Colorado Civil Rights Division.
A city that is not growing gives tenants slightly more leverage than one with a queue at every showing. Combined with HB26-1045, which removed the presence-is-a-threat argument, an Arvada request made properly has a good chance of a straightforward yes.
We write for tenants in Olde Town, Ralston Valley, Candelas, Leyden Rock, West Woods, Lake Arbor and the neighbourhoods along Wadsworth and Ralston Road.
Colorado signed HB26-1045 in June 2026 and it took effect that August. It wrote emotional support animals into the Colorado Anti-Discrimination Act as assistance animals, and stated that an assistance animal's mere presence is neither a direct threat nor presumed to cause property damage. Colorado also requires a bona fide provider-patient relationship before an ESA letter is issued, so a genuine evaluation is not optional here. Both are covered in full on our Colorado ESA laws page.
Pricing is identical in every Colorado city. You are charged only after a licensed Colorado clinician approves your letter.

Often yes, but Colorado exempts single-family homes rented without a broker and owner-occupied buildings of four or fewer units. If an exemption is claimed, take it to the Colorado Civil Rights Division rather than accepting it outright.
An HOA is a housing provider with the same duties as a landlord. It can enforce leash and waste rules but cannot apply a blanket pet prohibition to an approved assistance animal or charge a pet fee.
Colorado does not set a fixed number of days but requires a good-faith interactive process. Asking in writing for a decision within ten business days is fair and creates a useful record.
You are not charged. Your card is held at booking and captured only after a clinician approves, so a decline costs you nothing.
