Pueblo has about 110,000 residents and lost roughly 1,460 people between 2020 and 2025, a 1.3 percent decline. It sits well south of the Front Range corridor on the Arkansas River, and it has the most affordable housing of any large Colorado city, along with the oldest stock.
Pueblo's rental market runs far more on individual owners than on management companies. That changes the accommodation conversation from anything on the Front Range. You are usually speaking to a person, not a process, and the outcome often turns on how the request is framed rather than on what the statute says.
Short, written and unemotional works. State that you are requesting a reasonable accommodation, attach the letter from your Colorado-licensed clinician, ask for a written decision by a date, keep copies. Save the law for the complaint you probably will not need to file.
Much of Pueblo's rental stock is early twentieth-century housing, often subdivided. Blanket no-pet clauses written decades ago are common. They do not defeat a request, and since August 2026 a complete prohibition is presumptively discriminatory in Colorado, but you may well be the first tenant to raise the point with that owner.
Colorado exempts owner-occupied buildings of four or fewer units and single-family homes rented without a broker. Pueblo has a lot of housing in those categories. If a landlord claims an exemption, take it to the Colorado Civil Rights Division rather than treating it as the end of the matter.
We write for tenants in the Union Avenue historic district, Bessemer, Belmont, the East Side, Pueblo West and the neighbourhoods around CSU Pueblo.
Colorado signed HB26-1045 in June 2026 and it took effect that August. It wrote emotional support animals into the Colorado Anti-Discrimination Act as assistance animals, and stated that an assistance animal's mere presence is neither a direct threat nor presumed to cause property damage. Colorado also requires a bona fide provider-patient relationship before an ESA letter is issued, so a genuine evaluation is not optional here. Both are covered in full on our Colorado ESA laws page.
Pricing is identical in every Colorado city. You are charged only after a licensed Colorado clinician approves your letter.

Possibly not, because Colorado exempts owner-occupied buildings with four or fewer units. Whether an exemption actually applies is a question for the Colorado Civil Rights Division rather than something to concede on the spot.
No. An approved assistance animal is not a pet, and since HB26-1045 a blanket prohibition is presumptively discriminatory in Colorado. Submit in writing with the letter attached.
The law is identical statewide. What differs is that you are more likely to be dealing with an individual owner than a management company, so tone and a clear written request matter more than legal argument.
