Westminster has around 116,000 residents and was essentially flat between 2020 and 2025, down about 470 people. It straddles Adams and Jefferson counties along the US-36 corridor, which places it between two very different housing markets: Denver's to the southeast and Boulder's expensive, supply-constrained one to the northwest.
The apartment complexes along US-36 and around the Westminster Station area exist largely for commuters heading in both directions. They are professionally managed, generally have a documented accommodation process, and almost always carry pet fee schedules that do not apply to an approved assistance animal. Raise it before signing.
Boulder itself lost population and remains costly, which pushes renters into Westminster, Broomfield and Louisville. Where demand is tighter, some landlords become less flexible about anything out of the ordinary. That is precisely why the 2026 state law matters: since HB26-1045, permitting an assistance animal is presumptively reasonable in Colorado and a blanket prohibition is presumptively discriminatory, whatever the local market pressure.
South Westminster holds older, smaller housing often individually owned. The Legacy Ridge and Bradburn areas are HOA-governed with formal processes. Both are housing providers under Colorado law; only the pace differs.
We write for tenants in South Westminster, Westminster Station, Legacy Ridge, Bradburn Village, Standley Lake, Sunstream and the neighbourhoods along Sheridan and Federal.
Colorado signed HB26-1045 in June 2026 and it took effect that August. It wrote emotional support animals into the Colorado Anti-Discrimination Act as assistance animals, and stated that an assistance animal's mere presence is neither a direct threat nor presumed to cause property damage. Colorado also requires a bona fide provider-patient relationship before an ESA letter is issued, so a genuine evaluation is not optional here. Both are covered in full on our Colorado ESA laws page.

No. Housing discrimination complaints go to the Colorado Civil Rights Division statewide, whichever county your address falls in.
Since HB26-1045, permitting an assistance animal is presumptively reasonable and a complete prohibition is presumptively discriminatory in Colorado. Put the request in writing, attach the letter, and ask for a written decision.
